NSEA International was born out of public law 92-500. Sec 2 thru 9. Federal Water pollution control Act Amendments of 1972. Dee Thomas read the law an realized the technology had not been invented to implement the law which he made happen with his invention of called "The Reclamator". He wrote the standards, then continued developing the law into the court allowed under section 9 along with the fines required by law for those that didn't comply with the law. Problem was, as he dove deeper into what the law was not in force, he uncovered massive government corruption blocking a mandated law from the people requiring the water be cleaned up. Tom fought until the day he died to make sure everything was in place to bring the law into its rightful place.
